Rinse the pearl barley under cold water until the water runs clear. Set it aside.

Add Barley and Tomatoes:
Add rinsed pearl barley and diced tomatoes with their juices to the pot. Stir well and let the soup simmer for an additional 20-25 minutes or until the barley is cooked.
Add Green Beans:
Stir in chopped green beans and cook for an additional 5-7 minutes until they are tender.
Season the vegetable barley soup with salt and black pepper to taste. Adjust the seasoning as needed.
Garnish and Serve:
Ladle the soup into bowls. Garnish with fresh parsley if desired.
